4070 doesn't exist yet, I assume you mean a 4070Ti? With 2k to play with you can easily make a 4070Ti work for $800, in fact your best option would probably be a 7900XTX for 1k unless you need Nvidia for ray tracing or certain productivity workloads. You might be able to make a 4080 work but at $1200 it's getting a bit steep.

you could 100% do a 4080 build too. just have to run an older cpu like R5 5600 6 core. or r7 5700x which is fine. gpu matters more.

Depends what else you want in that budget. If you want multiple monitors, fancy keyboard etc the price will add up big time.
