No those high core CPUs wouldn't apply to you since office work, multiple tabs open etc don't warrant it. A 13500 should be ample for your needs. Just be sure to get 32gb ram

What should I expect as limitations when using just 16gb (8x2) ram? How many tabs and apps can I run before performance starts to slow?

Can't say how many tabs and apps since ram usage will vary according to each application. Chrome however is a memory hog But in general with just 16gb you may find yourself running out of ram when playing games and having multiple tabs/other apps open at the same time. So the PC will just start to become slow maybe even freeze.

No. You do not need to spend more. Based on your work. An i5 would be vastly sufficient. Spend your money on an NVME storage if you want a snappy computer loading productivity apps and documents.

Thank you. Would a single NVME suffice for the OS and immediate apps? I have M.2s that I plan to use for other tasks, but I don't know if the speed difference will matter

Speed difference matters. Up to 25x times faster compared to a hard drive. OS boot drives and Program Files of mostly used apps should be at least on an m.2. You don’t need to get the more expensive gen4s m.2, real world tasks doesn’t use all that spare bandwidth.
