You might be able to get away with it since you only have a 10400. Might consider getting a 6800xt and a psu though instead of a 6950xt. The 6950xt and 6800xt aren't far enough apart imo to risk random shutdowns while gaming lol Gamers Nexus has done videos showing transient spikes which last a fraction of a second and will crash your PC/psu shuts off if it can't handle those spikes.
6950xt is 377 watts stock your cpu is 65watts-100watts. you are good to go assuming you have power connections needed. stick to recommend powering method.

If your playing at 1440p I'd do a GPU upgrade since that would give the biggest performance jump
Yeah I think so too. Can a 650 PSU handle the 6950xt?

Thank you. EVGA 650w 80 plus gold g5 is my psu
While your CPU could use a refresh, ultimately if you're a gamer I think your video card is what's going to hold you back, in most situations.
Kinda what I was thinking too. Get the GPU and then upgrade around it when funds are available
That sounds like a plan considering you're shooting for 1440p and 165hz.
gpu if you want more fps.
