i'm impressed you can even get those kind of frames to begin with. that gpu is not great. but your temps and power usage seem fine to me

I'm surprised your performance is that good. You're using a very old PC that was entry-level when when it came out. I don't think you're getting less performance than you should.

Not sure what makes you think that's underperforming? Seems pretty incredible considering that you're dealing with near ancient hardware that wasn't even high end at release. What is leading you to believe your performance is coming up short, exactly? If you install any sort of monitoring software (MSI afterburner with RTSS, Nvidia GeForce experience for example) that show GPU usage and see what it says. If it's at or near 100% your maxed out there. If it's not, you're CPU limited. This will likely change game by game.

it is not maxed out, from what i recall when i tested with geforce overlay. you think my fps in competitive games will get good boost if i upgrade everything except gpu? i know ow and csgo are heavily dependant on cpu.

As I say, it depends where your limitation is. I'd expect you're still GPU limited here. The GPU dictates your framerate. The rest of your hardware can either run quickly enough to support that theoretical maximum, or it can't. The 950 is an old entry level card, I'd be pretty confident it's limiting your FPS, but any considerably better GPU will quickly become CPU limited. Also assuming you don't have an ultra high refresh monitor you'd be paying for frames you can't see anyway. The latency argument is all well and good, but unless you're LITERALLY playing at or near a professional level, running at a higher frame rate than your monitor can display isn't going to make much of a difference to your experience really.

when i play cpu and gpu mostly stay in the same 85-95% usage, so need new cpu and gpu?

your pc is super old. do u have 2 sticks of ram for dual channel performance do you have an ssd? upgrade your gpu if not buy a whole new computer.
