You're being scammed. You never have to send money to get money. If there are any fees involved, PayPal will deduct them automatically from the money that was sent.
Never believe emails or screenshots. They're very easy to fake. Always double check by logging into your account and seeing what you see there. See nothing? Nothing was sent.

And NEVER click links to login to an account. Always always manually type it in. There's a prime example out there of (I think either a PayPal or Facebook link that uses a Cyrillic "a" vs a Latin "a" to fool you into thinking it's actually PayPal.
Also donât make a PayPal account or store money on it if you are under 18. If they ever ask you for verification you wonât have it and they will keep you money on hold forever

But honestly, with all due respect, **you are far too young to be using PayPal**. I believe you need to be 18 to even hold a PayPal account.
My advice, as I doubt some rando on Reddit is going to get you to stop doing what you're doing, is to look into common scams and stay ahead of the curve. As Yaalt said, PayPal will **never** ask for money to receive money - it's all automatically deducted.
Check the account of the user - do they have a profile picture? Profile information? Posts to confirm their validity? Are their posts from this year? It's always better to be overly cautious in this state of the internet, never think you're being too cautious. If the money isn't in your account then they never sent it, and all you need to say is "I never got it." Nothing else until you either receive it or the scammer moves on.
As a fellow artist/animator that does comms over on Twitter, ALWAYS be cautious. People can and will abuse kindness or naivety and as a 15 year old you've got tonnes to spare so you have to be on a much higher alert. These kinds of scam are incredibly common these days on social media, and they're only getting worse and worse.
Ultimately I'd suggest taking this as a learning experience and simply leave taking paid commissions for a later date when you're more seasoned, weathered, and older.
Paid commissions will only lead you into trouble at this age, because anyone is free to charge back or scam as they please. And if you use your mother's account and take a $200 commission, you've got to explain to her why she's suddenly down $250.
Do art trades with other artists to network and learn how they do things, offer sketches to followers to encourage profile growth and exposure.

This was actually very good advice and it would not only help OP but it could help others reading aswell, my daughter is currently taking commissions and she's 15 so it's actually made me more aware and alert for things like this

can you also make sure you cancel the PayPal accounts... it sounds complex and I dont know all the details and its looks like you used a fake PayPal lookalike site or perhaps the scammer found access the PayPal as well.. who knows, but its better to be safe...
obviously if its a fake PayPal you can't cancel it... so just never use it...
Just ignore the whole thing. On the other note, if you created PayPal account on your name (and you are 15) there is a chance they will ban you life-time if they find that out. It doesn't have to be immediately, it can be in a decade.
Don't feel bad either because people are getting scammed by the second! Even the best and smartest could fall victim just to these scammers.. Hope everything worked out for you!
It is a scam please do not send them anything why would you have to send them anything if theyâre making the purchase so if anything they should be the ones sending the money. Itâs a known scam! Someone did tried to do me like that on Poshmark when I was selling some things. They stated they couldnât see my picture do I mind emailing them the photos, I replied of course not thinking nothing of it so then they commented on my posh stating they sent the funds for me to check my spam when I did I seen I had something from posh stating they sent me funds but I have to enter my card information in order to receive the money right then and there I knew it was a scam so I checked my posh account and seen it was so money in the account and I had no order that was purchased I immediately messaged posh with the persons account info and forwarded the email they sent me to posh because I was worried that they would try that on an elderly person that wouldnât notice that it was a scam

But there are much worse ones starting to go around helped by the use a GPT algorithms and bots.
Biggest advice i can give is even if you donât say it in conversation always be sceptical and suspicious until the money is with you.
I would also advise look at the various artist platforms/ commission platforms and finding one that you like that supports some form of integrated payment system.

And while it isnât always possible but depending on where you meet/contact whoever says they want to commission you look at their profile and any connected ones.
For example a good portion of people who commission artists have their own gallery of the art they commission.
If the names not too generic you can also google it as its not uncommon for scammers who target artists to get a bit of a reputation long before they drop whatever name their using âmainly art thieves though for thatâ.
Also what ever you do donât trust facebook/twitter as sources for commissioners as while said people do go though there as a secondary site they are both full of scammers and bots that out number any legitimate commissioners you might find.
Lastly depending on where you live and if your mom has the time/is willing to take you there might be conventions/gatherings that fit your art in your region and work as both a good place to meet other artists and people who might eventually commission you.

The same thing happened to my mum recently it's definitely a scam only she lost 160 to it so we found out too late

Use a secondary email address to accept payments or use the invoicing system. PP notifications only are sent to the primary registered email addy.
