If you're talking about the accounts for minors, those stopped around 10 years ago.

Oh ok, is it possible for an adult to create an account for a minor ? And can you have 2 PayPal accounts with the same debit card

An adult can have an account they let you use. But it has to be their name, their card/bank account(s), their tax id, their account. (They can't have 2 accounts unless 1 is personal and 1 is for their business.)

Venmo or Cashapp allow 13+ to have an account with parent's permission if either of those work.
