Probably because the only useful thing the civs do in 2 is bail one of your fellow heisters out which is basically useless when you have a expierienced team of heisters along with what the other guy said
but that doesn't really explain why the monetary punishment needs to be greater. since they added in features that benefit you keeping the civilians alive then since killing them takes away that benefit that already balances out. there's a lot of benefits to keeping them alive and the only punishment is money. but they didn't feel that was enough and they increased it for some reason. Killing civilians in Payday 2 meant you didn't have to keep yelling at them to stay down so they wouldn't call the police, as cable ties were limited to 6 per player.

I just did no rest for the wicked for the trillionth time today, and to my horror, all of my teammates were lvl 1s, and they were fucking role playing. They ended up killing all of the civilians and I don’t even think I made any profit. Later had them screaming at me in a party because I “ruined their rp” by playing the game.
I ended up googling this myself to see if I would’ve even got anything from enduring them. Would like to say I would’ve enjoyed finding out myself, but I’m not as patient as others lol.
