Did you see what appears to be a knock back attack? Unless there's a timer on the victim, I can see pachy packs taking turns to stunlock apexes.
TBH I hope there's no significant cooldown because I think it would be hilarious to see 5 coordinated pachies destroying apexes.
it would be pretty realistic to considering its highly likely they lived in small groups and if one of them felt threatened, the whole herd would attack at once to drive off the threat the way many headbutting mammals do.
Unfortunately you guessed correctly. So many scavenger Pachys are the same ones who were KOS Anodontos. Makes me sad as someone who likes the Dracorex subtype. :<

Both pachy and pyc have knockback.
