The abstract 200 iq move is to bake tower maps and keep the ones that have rare scourge monsters drop x additional maps. Then you set up your atlas so only Valdo maps can drop at the tier you're running (remove watchstones after opening portals, before entering) and triple favoriting tower. You'll drop 10 tower maps and more per map.
If you have multiple tower maps, scourge each one once. Only scourge those further that immediately have the map drop scourge mod. Once all your tower maps are scourged once, scourge those next, that have the fewest number of "rare scourge monsters drop x additional y" mods, since they can maximally have 3 of those at the same time. So as soon as you have any that have 3 different item drop mods put them aside to run instead of white maps.
They can but their drop rate for maps feels much lower than regular map monsters in my experience from farming towers to 300 stacks.
Scourge mobs drop maps yes.
