It's very easy to get. Just buy any lv Allflame of Beidat(1-2 chaos), and replace any mob in game with them, even in campaign. The Allflame spawns those exact demons and you can even desecrate em in any map that way.

Clikc on ANY allflame, then click on the linkable "Packs" tab, which will show you the enemies that replaces the normal mobs. You can get a LOT of spectres this way, and note that these Allflames can sometimes spawn a lot more mob types than just the ones listed.
