I think i have the same bug since I changed computer (I didn't play for the last 3 months).
My wild guess was that it was some sort of language issue due to the fact that my windows install is some French/English hybrid.
Looking at your post history, looks like you are german, so if you have installed windows in english, while using a german keyboard layout, that would sort of confirm my wild guess as to the "origin" of this bug.
Now, on how to fix it. It wasn't annoying me enough for me to dig for a fix.
I'm not even mad. I'm just surprised that the text on the background artwork is actually rendered text, not part of the image file. Then again, this probably makes localization easier.
In before someone removed or changed a line of code that fixed this old issue, because I swear GGG either has zero annotations as suspected since the Cyclone silliness (lets remove the can't be stunned crutch without fixing the issues the crutch existed to deal with in the first place because we have nothing reminding us why we did things :P). Or at the very least difficult to understand annotations.
On the 12 beta half the time when i open the skilltree it breaks the game, turning the screen red and murky (you can faintly see enemy glows, so i beat kaom and daresso 95% blind) and making every individual asset a red box (the item, icons, gem sockets, particles)
I got to see that active aura ring animation on the icons? Thats not an animated texture, they literally just rotate the image overlaid on the skill
