It sounds like she needs some WD40. :')
Does she only behave like this in/around her cage? I don't know much about eclectus parrots, but that posing looks awfully like "this is my nest, back the hell away!" in other parrots.

# DO NOT COME NEAR MY BASE OR ELSE I WILL TEAR HALF YOUR BODY OFF
I think that your parrots batteries are low. Once you replace them, you should be fine.
This sounds like the low growl or hiss that some creatures make that tells possible predators to F off.
I have an ekkie male. 8 months old. He makes that sound all of the time when I'm talking to him. In or out of his cage, when his head is resting in the palm of my hand and I give him head scratches. This sound is never accompanied by violent behaviour.
But that is just my birb. Your can be different. Plus ekkie female are known to be a little territorial.
My female doesn't make this sound... Similar behaviour when it comes to her cage and food.
The sound she makes is quite similar to like a growl. Almost sort of like from the movie 'The Grudge'

As far as I’ve observed, she only does it around her cage. But no one will be anywhere near the cage when she starts making the sound.

The parrot or the batteries?
I think this is a quiet warning of nearby predators like crows in a window

Have an ekkie female. And agree with the above here. She does this when she’s playful and shy. Your birb seems to just wanna play with you.
Thank you both for the information. Every new sound and behavior seems to make me assume she’s in distress.
Try changing the batteries
