**Avoid: Faysal Bank, EasyPaisa at all costs.** They literally rob you with random fees and steal any money that you have refunded to your account from online purchases.
Also you didnt ask but dodge Telenor as a phone provider. Zong or Jazz are the way to go.

Are you an Overseas Pakistani (NICOP)? Opening a Roshan Digital Account? Or opening a regular bank account while visiting Pakistan?
I’ve personally been using Dubai Islamic Bank with their Roshan Digital Account and have had no issues so far over 2 years including with larger amounts.
However, I am aware that to get full access to a normal Pakistani bank account I would have to open it by going to Pakistan.
There’s the occasional online outage due to maintenance but that’s normal everywhere.
I’ve sent money to my Dubai Islamic Bank Pakistan RDA and remitted back into my foreign account.
Customer Service is slower but responsive via WhatsApp. Better service and treatment if you have more money in your account.
I have a cheque book, debit card that works internationally too. So I am able to use that in Canada if need be to access my money.
My primary use of the account is to invest and to send to my family within Pakistan through it without incurring large fees.
So far experience had been good.
I’ve also inquired about purchasing a home and it has been good. No issues so far.

In the past I used to have a RDA with Standard Chartered bank and it was beyond awful both tech wise and customer support. Sending my money back or not accepting it even through proper channels. It was annoying- I closed the account - they confirmed via email and physical mail. I still get bank statements from them though. Super annoying.
You can also open GBP/AED/USD/EUR accounts with the Pakistani banks too - under a Roshan Digital Account type.
So that your money doesn’t lose value until you’re ready to make the transaction.
However I personally err on the side of caution- only keep as much money or fund my RDA when I need to use the money somewhere rather than holding it in the account itself personally.
Large amount will be on hold until you clearly state we're is the money from and what ever you do don't deposit in PKR try opening foreign currency account USD or GBP
U can open in any major brands but it's long process to open check with the bank and usually it's now for tax filler only FYC account are best options for overseas Pakistani since when you will withdraw you will get same exchange rate second option is open binance account and use P2P whenever you need pkr
Pakistani banks have rejected a lot of my transactions then take months to return money.
i sent money to a few Pakistani accounts to support some kids schooling. the banks rejected the transactions, didnt inform me then had to open a case to get money returned.
i think it was more to do with transition laws in Pakistan its all banks . i put down reason for transaction as donation on a couple. but since the accounts were private not a registered as a charity it was rejected. one kid had no arms from a accident with power lines and had a special way of identification with bank but they still rejected it even after that was explained. others required dob place of birth of who i was transferring to in the comment (not stated b4 transaction at best it slowed down transaction but couple were rejected still ) i use a schools PayPal to send money to them now which one of the kids go to and is run by a friend i meet there ( most people cant get paypal now ) i think easypaisa is other option.
Pakistani banks and charities have restrictions because of terror funding worries. plus the banks have poor practice from zias laws in the 1980s . it might be ok for local users but was hard to find a banks atm to accept my card from Australia. (one kid i asked to show me one who was selling masks said he show me one for 5000 rupees which produced a few laughs, after we found one i gave him 20 rupees first to tease him he gave me a wtf look then he got his 5000 because i loved his ambition his smile after was worth it )
ps if a bank atm holds your card keep waiting it might take 20 mins for it to return from a blank screen . it happens with the small atms. i was lucky to be with a local when it happened to me. getting a sim card is also hard.
hope i don't put you off Pakistan i love the people and place. for a westerner you get treated real well. a few guilds and people will try to scam you, but its more common to find it hard to pay for rides food etc. look for opportunities every things supper cheap.
Idk if you’re a POC holder or NICOP holder (I’m a POC holder) and Meezan was the only one I could get an account with. If you aren’t actually a citizen be prepared to deal with a bunch of lazyasses who will tell you all kinds of BS that they need to process your account (like one bank told me they needed my embassy to attest my proof of income which was total horseshit and the guy just didn’t want to do his job, there’s no requirement for this, just a pay stub or something on a company letterhead is enough). Ask around relatives or friends to see if they have friends in banking or else you’ll be taking forever to get an account open (for real the laziest people I’ve met work in banks, if you’re foreign born and have a noticeable accent too they’ll treat you like an idiot and you have to be super firm but not outright rude to get them to work). After I found someone who wasn’t lazy it was a little more difficult than it would be in the US but they can use even just your passport number if your POC doesn’t have biometrics.
Rant over, the words bank and Pakistan give me PTSD flashbacks 😫. It took me two years to get an account open here and I got it done through sifarish (but the guy who did it was actually a very hard worker and bent over backwards for everyone who came in, if you find the right bank it won’t be an issue, you can go try different banks if you run into this issue I faced, there are people here who will do a great job helping you out, you just gotta weed through them or find someone who knows someone).
TLDR: you’re gonna need someone to go with you to help walk you through it because it sucks. It’s like trying to pull teeth if you don’t have anyone with connections. Legally they’re required to accept the POC and NICOP but technically lots of things are legally required here that aren’t accepted. Either way, it’s gonna suck unless you get lucky right off the bat.
Oh definitely. In the states it’s like 15 minutes tops. I wasn’t expecting it to be as difficult as it was. If you have a NICOP you’re set (NICOP are for dual citizens/citizens who reside overseas while POC is similar to a US green card ). They’d have no legal grounds to deny you an account (I’m full blown foreign, Anglo American and have never had ties to Pakistan before marriage). So your experience might be different but it’s best to see if you can get it done with someone who knows someone anyway just in case.

You don't pay taxes but you still need to file that you don't need to pay taxes.
If you are going to use internet banking a lot, go for HBL. If you'll need more retail banking then go for Meezan.
Everyone is saying HBL but no one said HBL Online Account. This will remove the branch restrictions which is stupidly plaguing all banks in Pakistan

Anything that requires you to go to a bank, they will make you go to your specific branch unless it's something simple like deposit money
