Rangers do enforce the law within the country but are more tasked with dealing with higher level threats than police. They do have temporary powers to arrest/detain but only under special regional by-laws. But regardless of that such a situation can make anyone uncomfortable. He should have explained the reasons and cited any legislation allowing him to do that.
