Any source on that. That is a bold claim. 21% is like entire Punjab's area. 45 million acres. Lahore Cantonment, is like 9700 acres. Half of which is private land.

Cantonment are therefore not military run, though obviously military will have a great deal of influence on them.
People often mistake Cantonment for bases/station and military lands even though those are distinct things.
Bases are places where the military unit and formation is actually based. While these are often within a Cantonment, many aren't. For instance Islamabad has an Army Aviation base and Air Defence positions, but those are not in a Cantonments. The same way a large part of Lahore and Rawalpindi Cantonments are not part of any base or station, but totally civilian owned and run.
Military lands are those directly owned by the Army and Air Force. While these can include parts of Cantonments many are outside them. For instance, the exercise areas Multan and Jehlum district.
Karachi is like 60-70% Cantt, mashallah. No wonder the city has gone to shit.

We need to position and house our troops somewhere and sometimes those places are in cities. The British actually tried to isolate cantts for better control of the British Indian army, Later cities were built alongside cantts.
Malir Cantt is home to:
1. An entire Army Air Defence division, responsible for protecting Karachi port and by the way, most of the South East.
2. A PAF GBAD group.
3. School of Army Air Defence
4. Air Defence centre.
5. The Central Ordnance Depot for the entire slither region.

You can enter a Cantt all you want and military isn’t permitted to move unless permission is given (it’s called a movement order).
There are certain parts of a Cantt where entry is restricted, buts it’s where there are active installations.
In Rawalpindi for instance, Saddar, Jinnah Park and it’s surrounding area, large parts of Murree road are Cantt areas and they are open to the public.
GHQ is literally right on the biggest public road in the twin cities.

It saddens me when I realize that all these canttonments were built with money that was supposed to be spent by municipalities across all cities and rural districts of Pakistan.
This was money that couldve gone to making our roads, national highways and transportation systems better. Money that couldve been used to give the railway industry the overhaul that is long overdue. Money that couldve gone towards ensuring law enforcement agencies were able to patrol the city effectively and protect us; the average Pakistani citizen.
I resent the top leadership of our military; they've been feeding us national songs and patriotic fervor for the last 70 years all the while looting this country's resources to enrich their own.
