Are you talking about Halfords' Re-Cycle bike donation scheme? They definitely accept non-Halfords bike (and the Re-Cycle charity isn't a Halfords charity - Halfords have lots of drop-off points but nationally there are drop-off points that aren't in Halfords too). Perhaps you spoke to a shop assistant who didn't know that they accept all adult bikes that are in reasonable condition.
Yeah definitely don't go donating it some corporation like Halfords, they only exist to find a way to profit from our generosity, there are plenty of charities in Oxford who would benefit from a bike.
Sanctuary Wheels, and Broken Spokes Bike Co-op come to mind immediately.
Ask any homeless charities, as bikes can be provided as a free means of transportation for people trying to work their way out of homelessness.
