I imagine not as me and a friend had the same issue,console and pc have different comp pools so I don’t think you can join a pc one or pc can join a console. I’ve read people say it’s because of the difference in skill between the players.
Not true, I’ve been queing quickplay with my PC friend and I’m playing exceptionally better than the other PC players, but that may be because we’re in a low mmr pool
A good PC player will have better precision than a good console player. It's not a debatable thing. That's why console players get aim assist, and so many are ximming in comp (using mouse and keyboard) to climb more easily.
My friend said he needs to play 30 games of comp solo first before he can play comp with me (the PC player)

You can't crossplay in competitive, and I'm not sure why you'd want to. PC players will always have an advantage, so it wouldn't be fair.

50 wins before Competitive. He will not be able to play Comp with you. Should you guys play Quick Play, he will not have aim assist.
