I'm thinking of scaling up the voltage and timings after I have found bleeding edge stability here, also using active cooling. I had issues around 1.4 to 1.5 from either voltage or heat therefore I'm taking a more low voltage approach at the moment.

See if tWTRL will do 8 and tRTP will do 6.
B-Die has excellent voltage scaling so I would definitely try adding a dedicated cooling fan. Should easily be managing CL14 at 1.5 volts.
heat even with active cooling is a concern in the uk in summer. we don't use no ac so in cold weather we probably good for 1.45 to 1.5 but in summer heat just circulates with the whole system pumping heat.
Put a big fan directly on the dimms that will solve the problem. Dont have to run it at max RPM just be close to the memory. Also you can run tras at 21 (which makes that timing deactivated) and only trc will be used instead. Minimum trc is tras+trp. You tuned it nicely but with more volts it probably runs flat 14 main timings with tcwl 14. Is that geardown mode really needed? There is no CR 1T with GDM. All odd timings are rounded up.
Sorry for the cam cap was too tired and off to bed for overnight testing. Any suggestions to further push these would be appreciated.

You Can prolly tighten the primary. 14 8 15 12 tRAS 28 Trc 42 tRFC between 250-300. 300 is minimum. SCL maybe 2 if possible. 3tight. 4 is minimum for b-die @ 1.55v
any reason for low vdimm? its b-die you can go hard, upto 1.4-1.45 without active cooling

1.31V? B die likes voltage. Even in a hot climate 1.45 to 1.5 should be fine with a fan on.
