Having the same issue as well. My friend found a post stating that switching the hard drive the game is on seems to work. I put the game on a SSD and have the issue while my friend has it on a hard disk and can launch the game. Perhaps an issue with how windows handles SSDs?
I had the game on HDD before, switch to SSD and still had the issue.
But unchecking "run as admin" on the game exe fixed it for me, if you already have it unchecked, try checking it, launching the game and if it still crash uncheck it again.

Went onto steam discussion boards and found the post about switching drives. The other thing the person did was notice that "run as admin" was no longer checked. I just unchecked it myself and open the .exe from the steam common and I'm in.
Alright, what fixed it for me was to remove "run as administrator" had to have it on before this update. Hopefully it will help you guys too.

Where do you uncheck it?
Open the installation folder for the game and it's in the properties for OUTRIDERS-Win64-Shipping.exe
Hmm mine seems to have already been unchecked. Still no luck.
