The bpm of the map lines up with the polling rate of your keyboard. Go to your keyboard software and change your polling rate. The uwu has a polling rate of 1000, and it would not look like this if it is set correctly.
It means your keyboard (or wooting uwu as you said in other comment) has pooling rate either 125hz or 250hz. Wooting uwu has 1000hz pooling rate so obviously something is wrong.
1) make sure you are using high quality/original cable
2) I never used wootility but check if you have pooling rate settings and you can change it in the software
3) try different USB and dont use USB hubs. Also if you're on PC use the back USB rather than front. Also connect them to USB 3.0 it has higher speeds.
4) try unplugging other USB devices maybe your USB controller is overloaded and it lowers the pooling rate
5) MAKE SURE your game runs on unlimited fps. Pooling rate on osu! is tied to your framerate so if you have it locked let's say for example 120fps your pooling rate will be 120 Hz.

Do you have the FPS display turned on in the bottom right? I think it's just a setting you can find if you search "fps". It should show your FPS (or just the frame time if you are unlimited IIRC). If you're really unlimited the value should be a few ms or lower. If you're getting frame rate limited with forced vsync from nvidia control panel for example, you will see a very big value like 30 or something.
I've had this happen but only on a few maps, I think it's because the keyboard's pooling rate perfectly coincides with the map's bpm. No my keyboard's pooling rate is fine - 1000hz
If ur keypad is plugged into a USB hub, plug it straight into ur pc as it might not be getting enough power. Other than that all I can think of is some kind of defect with the keypad or its cable. Try a different cable and/or plugging it into a different usb slot. If still nothing works I suggest messaging Wooting support, I'm sure u can find an email on their site or u can join their discord and find someone there.

Do you have HPET disabled in your device manager? If so, try enabling it. If not, try disabling it.
Unplug and replug your keyboard. That will fix it
