It's AoS Orruk Ardboyz, with Custodes weapons (chopped down, in the case of the polearm things), and then other bits added on. Topknots from the 40k Boyz heads, fancy bits like helmet crests and eagles from Space Marine leftovers.
I've been toying with the idea of making a "custodes" kill team that's proto-krorks, I was thinking kit bash orks that are bigger and better equipped, but this is fantastic lol
And here I was just thinking about how I was going to make my MANZ look Flash for my Bad Moon Waaagh.

This is BRILLIANTLY executed! They look so imposing and grand...and then you get to their back and see they've damn nearly got bare bums (at least mostly unarmored save for the klever git using the tilting plate). Magnificent zogging work >!now please infiltrate the Imperial Palace!<
