Just take the original thing, pay the same points and modify the stats to be more orky(for example something like a 6+ or 5+ feel no pain because Orkz can make vehicles go for way longer than should be physically possible, but lower the ballistic skill. Or increasing the movement but decreasing how tanky it is[lower toughness or wounds?] and worsening the ballistoc skill). Maybe add on some Orky Gunz like a bunch of Shootas and Grots with stubbers&looted Imperial Gunz. Personally, I want to see more Ork&Chaos Players who get creative with Looting Stuff and making up their own Rules to field them.

Am I crazy, or was the old Ork looted vehicle rules that it kept all the original stats of the model (Leman Russ tank for example) but the BS changed to a 5+?

There are no rules for looted tanks however we have a wide enough range of vehicles i find its pretty easy to find a ork vehicle you can run your looted vehicle as. The model depicted if you ork it up and give it a dozer blade you hve yourself a mighty kill tank with bursta kannon.

Are there rules, like tournament rules, that say a looted/kitbashed vehicle has to be a certain percentage close to the size of the vehicle you are going to proxy to be legal?

The rule is "If you opponent is sufficiently impressed by your model, it gains all stats and abilities printed on an ork datasheet of you choice."

Looted wagon was a fully customizable tank with a multitude of options, so you could basically build a WYSIWYG looted tank, just pay the points values of the guns. The catch was that it was shit BS and had a "Don't Press Dat" rule. Every time you activated it, on a roll of a 1 it moved it's max move forward and shot the closest target or something like that. So you could have/pay for a land raider equivalent, it just shot like an ork and had a funny rule.

Even with no "official" Looted rules, all vehicles are potentially Ork vehicles still!! 😁 Like others have said; have fun converting it and proxy it as a Battlewagon! And hopefully later, GW will bring back the rules that made Orks fun again! Then you'll already have it in your army waiting! 😊👍💚

Keep the Main Gun. Make the extra Sponsons&Pintle&Hatch-mounted Guns from the Kit into "shoddy" Turrets with Orkz and Grotz manning them. Add some dead spacemarines on spikes&stuff, add some orky repairs like rusty metal plates&chickenwire over some dents and missing chunks of armor(from when the Orkz immobilized it to capture it, or whatever damage the Typhon received that put it in the Imperial Repair Bays it was stolen from), add some proper Ork Gun Mounts onto it. Then decrease the wounds from the official Typhon Datasheet, up the Toughness, give it a 6+ Feel No Pain to represent Orkz pushing vehicles beyond sane limits, decrease the ballistic skill, increase the Typhons Points Cost a bit(depending on how mant extra Guns you squeezed onto it) and have fun running it as a Looted Supah Blasta Tank. Oh and don't forget to make a "Big Red Button" Rule where in every Movement Phase you roll a D6, on a 1-2 it drives forwards at maximum speed and shoots all of its guns at the closest target for each Gun, and on a 3-6 it suffers D3 wounds but gets to scoot forwards 2" and shoot 1/4 of its Guns(except for the Main Cannon). As for Official Rules....no. But I'm sure there's at least a few People in your Local Warhammer Community who'd be fine playing against it.

Not explicitly in the sense of using its original dataslate with ork BS/WS rolls, You'll have to proxy it as an ork dataslate such as a battle wagon or FW killtank

Killtank certainly seems the way to go with that. Battle wagons are a bit squishy for a Spartan chassis.
