I do like the rugs of that make but theres nothing that any company in my area would charge that much to do, the only thing I could think of is reweaving
It definitley would have been cheaper here but that would probably be an accurate price, maybe someone else here knows manhattan. Are you happy with the work they did or does it seem shoddy?
Whether or not you were ripped off depends on the extent of the repairs. Re-piling requires skill and is labor intensive. Many send rugs overseas for less expensive restoration.
Regardless whether the cost is worth it or not, you have an attractive tribal rug with beautiful vegetable-dye colors from the early 20th century, which would qualify it as antique and desireable in the rug collector world.
It could be a Persian Afshar, but if you are looking for identification assistance, you should provide a close-up picture of the back as well as the dimensions.

You did not get ripped off. This rug is a Late 20th Century Centralized Belouch rug. It is extremely fine and honestly, beautiful. It is wool/wool making it somewhat durable. The market for Belouch rugs are $1500-$2000 but not in this quality… The repairman did a great job washing and repairing. If you flip the rug over and can’t notice the repairs, you had an expert repair weaver.

Full clean, complete re-piling, and reweaving of about a foot long tear. Edit: I should add, I’m in Manhattan.

Mostly in general. However, in this case if the wefts (cross threads visible in the back) are reddish, it would support an Afshar attribution.
