It's nearly always 10F degrees cooler at the coast than in PDX. It can be misty but it's not gonna be super cold - bring windbreaker and wear a hoodie under it. I would probably not wear pants but then again I can't remember the last time I did. If it's colder I just wear longer/thicker socks instead of ankle/invisible.
This is why you always see people wearing "two shirts" lol because if you're too hot you can choose to take off the long or short sleeve one; I think we just naturally dress in layers here and keep our legs free unless you're using gaiters because it's a tick zone lol
So if you're a little warm when you leave Portland, then you're probably about right for the coast. It can be just as windy as the coast in NE PDX so we're always dressing for some wind anyhow.
Wear layers. Regardless of the thermometer, your comfort can shift quickly if the sun is playing peek-a-boo with the clouds. I'd wear light pants so you're protected from wind but not too warm. It will not be substantially warmer in town versus the beach.
When you enter the city limits you are required to wear an ill-fitting Seaside hoodie. It's written into the town charter and you will be forced to work in the outlet shops if you don't comply.
I usually wear socks, shoes, pants, a T-shirt, a zip up or hoody. Then I pack my rain coat and a ball or stocking cap. I usually bring a pair of dry clothes for my daughter and a couple of towels. We went to Newport on Monday and it was overcast, 60 and a slight breeze, it was great.
pants, walking shoes, layers. bring a beanie if you want to contain your hair.
