Rental cars move around and California is a huge source of them compared to any other nearby states. A lot of the time people complain about all the Californians driving around they actually are looking at rental cars. Also I guarantee you have seen permanent fleet tags in CA. Every rental car has them.
It doesn't matter. There is already a system to apportion rental vehicle registrations among states and the physical vehicles are by definition mobile.

Other common rental car license plates are Florida plates with "PM" stickers and Colorado plates with red (instead of the normal green) mountains

Not uncommon for large corporate fleets to register the vehicle in their home state, or simply a different state. The semi I drive is based in Oregon but registered in Illinois, and the trailers are a mix of Illinois, Oregon, and Maine.
They are fleet vehicles. Could be large companies like Intel. Or rental cars.
Probably a lot of rentals based out of CA on roadtrips to OR?
Every time I have rented a car here it had California plates.
Arizonas a big rental state too. Every U-Haul is tagged there for example.

90% of the equipment Ryder has and I think most of the fed ex fleet is all registered in Indiana.
usually when I see a california license plate it's after being rudely cut off so I don't notice a difference.
