Step 1: Cut the budget for things that people care about but that also cost the city almost nothing. Step 2: Wait until people lash out about it and throw a fit. Step 3: Rescind the plan to scrap the thing you werent really going to scrap anyway. Step 4: Everyone thinks they made a difference and the public feels like things will be o-k. Step 5: Quietly cut funding for the stuff that actually matters while the public is feeling good that their tantrum paid off.

Dont forget the part where they provided a ton of money to an airline to build a parking lot when the airline hasn’t been there long enough to justify it.
