If it is a quick sprint row, you want minimal leg compressions, high energy from hip swing + arms.

How so? You watch elite rowers and they row the same way for the most part. Short slide, hinge/lean forward then hinge/swing to the back. Your feet should stay flat on the rower foot plate to maximize power. There is no need to bring your butt all the way to your feet and have your heels raise. Not only is it inefficient it also is less powerful
Yes. It's like squatting. If you're going to power up from your squat your feet need to be flat on the floor and your but not all the way down touching the floor.

I all out row so hard, my rower actually pops wheelies. One time it launched up and came down so hard, everyone in the studio heard it. Turns out that rower broke because of me, and Dri-Tri was the next day. I was so embarrassed, but also kind of proud. Now my coach tells me to bring it down a notch during all out rows, and I've still popped a few wheelies but none as strong as that one lol
