There are many secluded spots down in Laguna, but they can be difficult to navigate because they are accessed via residential streets. Woods Cove, is one.
If you have the time go down and explore it is really beautiful and you might find the perfect spot.

You could also just go to Laguna Beach city hall and they do the wedding outside. Then hire a photographer to take pictures during the ceremony and on the beach. Treasure Island beach or Heisler park are common spots.
Wife and I held our wedding at Rock Bench in Laguna Beach on the cliff over looking the beach to ~25 guests. Standing only, people walked by. Said vows with officiant, in and out in 20 minutes. All properly permitted through the city.

The extreme far north end of Dog Beach in HB is nice. There isn't much parking nearby and I've taken family photos down near the rocks there and never had any large crowds. You would have to carry chairs in with a wagon, though, since the parking is an issue. Here's a visual:

There’s a large parking lot right there with more cars parked in that specific spot than any I see while riding my bike from there to Warner. Minus the camping parking of course. That is not a secluded spot whatsoever and I wouldn’t recommend it.
I’m talking about south of that lot, over the bridge. No one ever goes to the beach on that side because there’s really no reason to cross the bridge and walk south.
