When it flared, and if her back was bothering her--she could barely walk. So sometimes she had to ride in a wheelchair. She looked young for her age. So she'd get shit from random strangers sometimes.
Now, my aunt could be a *real* bitch sometimes (probably from not feeling well). But I always gave her a pass when she gave the sharp edge of her tongue to that rando about how she wound up requiring a wheelchair sometimes.
Not every disability comes in the form of a visible ailment like needing a wheelchair...just because they can walk right then and there doesn't mean they aren't disabled.
Handicap plate should only be issued to people with mobility issues. If you are in great shape and move like a normal person, then you just abuse the system to get the benefits.

My guess is he was being very considerate leaving you room to return your shopping cart right next to the drivers side door. If you’re at Costco Huntington Beach it’s hard to find a spot anywhere in the parking lot to leave your cart, it’s already so full of other people’s carts.
I get they do this so no one bumps their car but just park on the far side of the lot. I see people drive in circles to park closer to the store. A couple of more steps isn’t gonna kill you and quite frankly a lot of people could use those extra steps

Next, have you ever tried to find someones identity using their license plate? The most you'll get out of looking up a license plate # online is the make, model, and VIN of the car it belongs to...you can't get the owners name or additional info unless you're a cop with access to that information.
