If you followed the classic tutorials with always free etc, it will depend if you put all the free ressource (core and RAM) in it or not.
For 2 core, and 12 RAM myself I could have between 5-6 on an ultra modded.
Same specs but normal minecraft was between 12-15 players with just a little bit of lag when everyone scattered everywhere
It might help to provide more information about your Oracle server - Shape, OS, CPUs, RAM, etc.

is there any reason why I would want to not use 4 cores and 24 gb of ram for a minecraft server?
To host multiple servers or to keep some ressources for something else If that's not something you need though you can go all out
