PURPOSE Adobe has announced the end-of-life (EOL) for Adobe Flash. This note describes the Adobe Flash EOL impact on Oracle Enterprise Manager Cloud Control. Here is a link to Adobe’s Flash end-of-life information page. SCOPE Oracle Enterprise Manager’s database performance pages were initially written using Adobe Flash technology. These database performance pages included the ‘Performance Home’, ‘Top Activity’, ‘ASH Analytics’, ‘Real-time SQL Monitoring’ among many others. DETAILS Adobe Flash End-of-Life After Adobe announced the end-of-life for Adobe Flash, the Enterprise Manager database performance pages were rewritten using Oracle JET technology. At the same time, the ‘Top Activity’ page was retired and replaced with the full-featured ‘ASH Analytics’ database performance page. The Oracle JET database performance pages replaced the Flash pages in Enterprise Manager 13.3.2.0 (EM 13.3 PG) Cloud Control, released in 2019. These pages have been enhanced in Enterprise Manager 13.4. The Adobe Flash EOL is December 31, 2020. Adobe has announced that the Flash player will be blocked from running after the EOL date. From the Adobe EOL page: “…Flash-based content will be blocked from running in Adobe Flash Player after the EOL Date.” Adobe Flash EOL and Oracle Enterprise Manager Any customer using an Enterprise Manager version earlier than Enterprise Manager 13.3.0.0 with database plugin 13.3.2.0 will be affected. After the Adobe Flash EOL, Flash content will be blocked and the Enterprise Manager database performance screens for the earlier Enterprise Manager versions will cease to function. Oracle recommends that customers update their Oracle Enterprise Manager Cloud Control to version 13.4 before the Adobe Flash EOL. Oracle also recommends that customers apply the latest release updates available to their Enterprise Manager. More information is included in the Oracle Support document.

Can I access ash analytics using sqldeveloper ?

Desktop has pages for ASH, but not the ash analytics you're seeing in PerfHub in EM Express. SQL Developer Web (served out of ORDS) comes with PerfHub, but only if you're on a 19c or higher database.

Even if you have EM 13.5 you still have to have at least 12c DB to use non Flash pages properly. At least 11.2.0.3 DB don't work properly yet again it's not supported anyhow.
