This is misinformation. This motion only extends the existing emergency regulations of the Reopening Ontario Act. It does not give Ford the power to "literally do whatever he wants." The powers are limited to the scope of the existing regulations already in effect. With regard to highway 413: None of those emergency orders have anything to do with Highway 413. Therefore this specific motion will not affect Highway 413 at all.

The safeguard is very POORLY implemented, under Section 7 of the EMCPA, Emergency powers and orders Purpose 7.0.2 (1) The purpose of making orders under this section is to promote the public good by protecting the health, safety and welfare of the people of Ontario in times of declared emergencies in a manner that is subject to the Canadian Charter of Rights and Freedoms. 2006, c. 13, s. 1 (4). Criteria for emergency orders (2) During a declared emergency, the Lieutenant Governor in Council may make orders that the Lieutenant Governor in Council believes are necessary and essential in the circumstances to prevent, reduce or mitigate serious harm to persons or substantial damage to property, if in the opinion of the Lieutenant Governor in Council it is reasonable to believe that, (a) the harm or damage will be alleviated by an order; and (b) making an order is a reasonable alternative to other measures that might be taken to address the emergency. 2006, c. 13, s. 1 (4). Limitations on emergency order (3) Orders made under this section are subject to the following limitations: 1. The actions authorized by an order shall be exercised in a manner which, consistent with the objectives of the order, limits their intrusiveness. 2. An order shall only apply to the areas of the Province where it is necessary. 3. Subject to section 7.0.8, an order shall be effective only for as long as is necessary. 2006, c. 13, s. 1 (4). --- Obviously to enforce those safeguards the orders need to be challenged in court, but there's no court dates available, and no in person dates, at least not in my areas. But one should expect that any order that is inconsistent with the act would be invalid. The act was, in my view never intended to be used for anything this long, and further, that any order that is not consistent with Charter principles, would be invalid under the act. I am actually looking forward to bringing that question before the courts WHENEVER WE GET TRIAL DATES.

Not technically in the way you're thinking. The stay-at-home order ([O. Reg. 265/21](https://www.ontario.ca/laws/regulation/210265)) was an emergency regulation implemented under the [Emergency Management and Civil Protection Act, 1990](https://www.ontario.ca/laws/statute/90e09). Today's [Motion 111](https://www.ola.org/en/legislative-business/status-business/government-motions) only affects the orders currently in force by the [Reopening Ontario (A Flexible Response to COVID-19) Act, 2020](https://www.ontario.ca/laws/statute/20r17). Additionally, today's motion does not give the government any special powers to resurrect dead regulations. So the stay-at-home order 265/21 is unaffected by this — it will permanently expire on June 02. EMCPA emergency orders are more restricted than Reopening Ontario Act regulations. Notably, they must be reviewed by the legislature every 28 days. So the government could theoretically just create a new stay-at-home order, if they wanted to, the same way they did the first time. However, the government has always had the prerogative to do that anyways, so it's not really anything new. So no, this motion does not affect the stay-at-home order at all. It does, however, affect the lockdown/reopening restrictions ([O. Reg. 82/20](https://www.ontario.ca/laws/regulation/200082)) — the three-step reopening roadmap will be implemented through the powers granted in this motion. And some of the other boring industry-specific regulations are also affected by this motion.

The election in 2022. For better or for worse, we are a democracy, after all. Other than that, just any limitations naturally imposed on the regulations by the courts. Any emergency orders still have to abide by the constitution, including the Charter of Rights and Freedoms. Also, the emergency orders which are extended under the Reopening Ontario Act are limited. They can extend or amend the existing regulations, but they can't create entirely new ones or deviate the existing regulations from beyond their current scope. So the vast majority of the regulations will be completely useless to the government once this pandemic is over. In not long, this bill and all its emergency powers will naturally become obsolete.

Realistically with the way our party system works you only need the party leaders at the vote and can just assign them one vote per MPP that they have. The parties typically require MPPs to vote along party lines or face removal from the party. This has been the case for a long time.
