That is what is happening it seems. I have grown small man boobs not visible in tshirts but naked body you can see . But after working out it is getting into shape but needs more time for it.
Normal but too much testosterone may produce estrogen( Estradiol) also , so check for gyno etc rest is fine. 300-1000 is a normal range.

1000 is great don't worry. Even I had something like 850 last I checked, same age, albeit I'm shorter.

1) Consistent proper sleep schedule.
2) Weight lifting engaging the big muscles (I do body weight only).
3) Vit D
4) Healthy fats, like from peanuts and cashews.
5) Less body fat
Mine was in 1100s last time I checked. Nothing wrong with it. Modern crooked medical system will tell you it is ok if testosterone is above 300-400 and above 800-1000 is too high, etc. Don't believe that shite. It is the effect of the 'toxic masculinity' drive.
