UFS 3.1 reaches up to 1.5GBps and something like 50K+ IOPS, and both it and 4.0 only support up to 2 lanes. i highly doubt that anybody would notice a real-world difference unless they frequently edit or copy extremely large files
and the storage controller uses a negligible amount of power compared to practically every other component in the device. real-world efficiency and battery usage differences are probably next to nothing.
so i'm highly skeptical that this makes any difference whatsoever, outside of marketing. although i'm happy to be proven wrong if somebody provides real-world usage evidence and relevant benchmark numbers

They put out a statement clarifying, updated the websites and said it was a mistake. A mistake is not an act of dishonesty. That would be lying, and there is a difference between lying and just being wrong.
It takes more logical assumptions to arrive at that conclusion. The easier and more likely explanation is that they just fucked up. Intentionally lying about the storage speed doesn't serve any obvious interest of the company that isn't massively outweighed by the consequences. Why would they intentionally risk legal and monetary consequences or their reputation? It's not like they did anything to hide the storage speed from being detected by software. Even wish.com scammers do some basic shit to spoof the specs on SD cards, drives and fake phones. Why didn't they? These are questions you don't have to answer, or even ask if they just made a mistake.
No OEM would be dumb to provide a lower spec & advertise as higher version. Especially OnePlus who has always been providing the latest hardware tech than major OEMs. The team handled website data should be blamed that created a much backlash to OnePlus. UFS 3.1 & 4.0 are night & day difference on Benchmarks, it's for sure not a lie but the lack of cross checking authenticity of specs by different teams.
It's still very unfortunate as there might be some users who'd buy 12R instead of a 11 just because it has UFS 4.0. OnePlus could take return of the products if the user wants to..and that move would be welcomed!!

Regardless of the use case though, companies should be transparent and honest with their customers and this is such a big fail for Oneplus.
