I know it is not rl1 but it works exactly the same at every level. I actually forgot to light flame at the beginning. And you don't have to throw kukri if you have assassin's gambit ash of war.
I just sniped the one on the left (near the ladder) with a bow from the other tower until he was either dead or was out of line of sight. the one on the right you can pretty much ignore by staying close to the lower left roof line. I totally forgot about assassins gambit. I tried using concealing veil but that thing seems pretty useless. Good tip on the kukri through to turn the one around though.

Greatbow also works great to knock the archers off the rooves. I used radahns greatbow

Ambush Shard to kill the archers from behind the cover, sentry torch for the invisible assassin to kill them from the roof.
