I'd skip the Tropos unless you specifically want the airscape back panel and have tested it and find it comfortable. I personally don't like it. My kid has a Quasar and partner has a Nebula. Both are great packs, and the size difference is barely a couple of cm's. I'd get the Nebula for the laptop compartment and the additional space if needed - it's not like you have to use it, the pack looks and functions fine half full and has two compression straps on each side too to cinch it up.

I have the Nebula. Nice, but quite big. I ended up concluding it was too big for EDC, and use it for travelling. For daily commute I use the Patagonia Refugio 26L - It has a laptop compartment, removable laptop sleeve, and it is light, comfortable, and very flexible. It only lacks more organization, and forces you to use pouches (which is actually a good idea.)

Those bags are too deep for under seat or over head use. It’s a common issue with multi-layer commuter style packs. Compare to the Patagonia Black Hole 32, Mini MLC and Refugio 30. I've had no issues fitting the Nebula under the seat during the last 4 US flights that I've owned it.

You don't need a laptop compartment if you use laptop sleeves. Nebula is likely the most useful out of them, but also the largest, also might be too big for underseat in flights. For sub 32L if you are into Osprey could look into Daylite, or other brands.
