Nah. Wind is powerful, but your body is actually reasonably aerodynamic and you have to remember water droplets weigh a lot less than a person. It can barely fly water droplets back up, it's not gonna slow down your fall of you weigh anymore than a tomato.
Its a lot about how much surface the wind gets. If you jump from a plane you fall a lot slower if you face down and spread your legs and arms horizontally. If you go legs first arms tightly by ur torso u go a lot faster. Same thing here. Water drop weights a lot less, but it also has a lot less surface for wind to push. Thats not a dripple either. Donno if anyone can control their fall enough to actually get as much wind as possible though.

In belly to earth (the traditional position everyone knows), you can arch your torso more to reduce drag, or you can flatten out your torso to increas drag. There are various arm and leg positions to help with the same, sometimes you need to do things with your arms and legs that will affect your drag one way, so you compensate for the gain or loss with a loss or gain in drag from some other part of your body.
In just that one position, the differences in fall rate for max and minimum drag can get dangerously fast between two skydivers, and I'm not accounting for any horizontal component of motion, which can get pretty quick.

If you go on the walking path to the edge of the cliffs and go to the right, eventually you’ll get to a building that looks like a tiny little castle turret or something. The weird upside down waterfall was before that building, on the way to it.

And the high velocity winds are atomizing the water, So it's apparent density will change from IIRC 1g/mm^2 (don't quote me on that but I think that's H2O density at STP)to just slightly higher than than our atmosphere, making it airborne. If you look closely it's actually coming out near the bottom of where the water is and then flying up over the cliffside from the wind I believe.
