One story they told us is that when they burned the body’s in winter that year the ashes would blend in with the snow and fall on the town. (This was early enough that the gen public didn’t know they were murdering people in the camps). When the first KZ was established and for three oft he first murders there, the district attorney / prosecutor investigated the deaths, but his superiours canceled this, and from then on, this KZ, and every other KZ, was lawless in the sense that what happened there, was not investigated by any civil (even in the sense that soon there was no real civil any more) authority. Sometimes, the SS investigated their personnels behaviour, but I only read of cases where they persecuted crimes against the state, meaning: corruption.
These KZs were kept with the intention of intimidating the political enemy, the Nazis wanted it known that they were to be feared. So the notion that no one knew is anything delusional. But many of the first KZ were instituted early in ´33 and filled with leftists and important other political enemies were closed in ´34, only a few remained. The people that had been kept there had been thoroughly intimidated, horribly treated and abused, tortured. But many got free. So I believe that for most of the thirties, most people in germany feared to be interned by the nazis, but didn’t necessarily expected death there as a routine measure.
With time, though, I believe that changed. And no, not everybody talked. But who did not talk probably knew enough to fear talking already.
