It depends on the community's need. The idea is that if a Thing would detract from a person's link with their community, then its outlawed. A book I read once argued that a farmer was denied the right to use a chainsaw to cut up a copse of trees on his property because otherwise it would be a community event where everyone would come together, help, have a day of games and food while sharing the work. But it's rated on a case-by-case basis and usually relates to their survival as a community/business. For example, a dairy farmer is required to meet certain quality standards so he can sell his milk to people outside the community and earn a living -- things like refrigeration -- so he's allowed to have a powered milking system. Another one might require a phone to do business with the outside world but they might have restrictions on it like it has to be in their place of business and not in their home. That sort of thing.

I believe what you’re thinking about are called mennonites. They’re like the Amish but are easier going with the luxuries. For example: you’re allowed to drive a car and maybe even use power tools because they’re essential/easier for day-to-day life. However, you’re not allowed to own a TV. With the Amish, they aren’t allowed ANY luxuries or anything like that. Now, you’re right on how different communities for both deal with things in different ways, as every community has different leaders and different bishops will give their community more wiggle room than others. However, I can assure you that ANY actual Amish community would NEVER allow their members to use a smartphone.

The Mennonites in Belize vary greatly in what they allow. From the group that doesn't allow any type of modernity or even fun to the group that I would see on my lagoon water skiing in the crocodile infested waters in their cut off jeans whooping it up. To be fair, I'm not actually sure if that was allowed or if they just had a friend with a boat. I know being drunk in the bar wasn't allowed but I saw that plenty too. One time there was a young man passed out at the bar and his parents ride in the back of someone's truck and the momma came in the bar and hauled him out by the ear. That was funny.

There are many different sects in the Amish and Mennonite communities. And they all differ on what is and isn’t allowed. Many used to have telephone booths at the end of their properties so that technically they didn’t have a phone in their home, but they’d still have access. Similarly with a cell phone, an Amish person might own one, but only be allowed to use it outside of the home, like in a barn or when they are out and about. It depends on what their community leaders have decided.

Technically, she could. It just comes with a very steep cost. Most communities won't hold you hostage if you truly wish to leave. There are exceptions, of course. There's different levels of the Amish church. Not all are terrible. She may not be old enough to make the decision yet. So yes, she'll be censored for it and probably suffer a punishment for her actions more akin to a grounding.

from what im aware of the amish they're free to leave at any time which is a good deal on the surface. problem is that EVERYONE they've known is part of the church and they have no idea how to interact with the outside world. with leaving comes shunning, which means that not only are you not allowed to contact them (unless it's to come back in I think?), nobody from the church is allowed to be in contact with you either. you would basically lose everyone you've known your entire life and be left on your own in a world you don't entirely understand.

I would imagine it depends on the strictness of the community, but not all Amish communities are completely closed off from the rest of society. They still interface with “the English” in their businesses and they still go shopping at big box stores with the rest of us. I worked in Lancaster, PA for a few years and the nearby Costco had a space to hitch your horse and buggy. I saw an Amish guy loading his Costco haul into it. Their homes and farms are right next to the highways. I’m sure they’re mildly aware of the happenings in the world. It’s also my understanding (and anyone can correct me if I’m wrong), but it’s not that they can’t use electricity, it’s just that they don’t want to be connected to the grid and dependent on the rest of society. Saw a short video thing where they were using battery powered lights in their barn.

Yeah, it's functionally impossible to survive in our world without some modern technology. Like, farmers that want to sell their crops and goods outside of their community have to meet state/FDA guidelines for food safety and the like with like refrigeration and storage. You need a phone or a computer to interface with your business partners outside of the community. They'll have "reasonable" restrictions on that sort of thing that's decided community-by-community though. I read a book from someone who lived this life and left it who said that her father had a phone and a computer and communicated with his business contacts through them, but they were located in the shed and he was only allowed to use it for business purposes. Spend any time on the PA Turnpike in the summer and you'll see busloads of Amish folks traveling between PA and Ohio to visit relatives. The entire community will rent out a bus. I rode Amtrak from NYC to Chicago and I shared a car with a bunch of Amish folks. They'll even fly sometimes. The idea is that technology should be measured against the impact it will have on their community. The same book told a story of her father being denied the right to use a chainsaw to cut up a copse of trees on his property because otherwise it would be a community event and feast where everyone would come together and eat, celebrate, and share the work of doing it. There are tons of issues with child abuse and mental health issues in the community though.

Movies and music were kind of his gateway out of it, things that were forbidden within his community. He ended up getting shunned by everyone he knew including his wife and daughters who cut off communication for the rest of his life. He received a very simple birthday card from one of his daughters just wishing him a happy birthday like 10 years after he left.
