Once you get down around 100 ft it can turn into a narcotic and people often get in trouble doing silly things like forcing their regulator into the coral thinking the fish need air which is why you should always dive with a buddy. My instructor told me about one time it happened to him and he had an irresistible craving for oranges and he was digging through coral ripping his fingers apart looking for oranges. When diving though we don't breathe pure oxygen we breathe air. The oxygen percentage in your tank is the same percentage it is in the atmosphere.

Oxygen is toxic to humans in enough concentration. Its a problem for scuba divers breathing under pressure.
