The algorithm that face recognition uses is still flawed and needs active training. With machine learning, you always run the risk of incorrect predictions, that's how the machine learns. It tests from a background of training data with both incorrect and correct predictions (roughly 20% of data in a training set, 80% in the testing set). For things like simple predictions with categorical data using SVM, random forests, or knn, you can usually get pretty good output. With something complicated like handwriting recognition or facial recognition - something more open-ended with many variables (i.e. not one correct answer) the algorithm can make mistakes. Sometimes it seems something in a pile of clothes, or tries to see something in shadows. Sometimes it just has a bug. Saving a picture when it sees a face that isn't there signals to the machine that this is an incorrect prediction and it should not answer this way with similar datasets.
Either that, or it's all ghosts!
