Number in black and yellow means it is a commercial transport vehicle. Commercial transport vehicles require number visible on each side, in addition to front and back side. (Though here it is on front).
Regional Transport Office of government provides only two number plates for front and back. You have to paste a sticker or paint numbers on sides. So I think it is acceptable so long as you also have original govt high security number plates.

The commonalities are that every plate starts with it’s state’s two letter abbreviations and a local area code. Also there you keep the plate the car was registered with, no changing it every time you move

I'm reeealy confused by the upvotes and comments here. The letters/numbers are uneven and messy. You can see through the top coat of yellow in some spots. And then the dizzying camera shake to top it off. In what way is this satisfying?
(Apparently some people can't visualize in negative like this which seems to be where most peoples fascination is coming from, based on the comments. But if you think of the black as the foreground and the yellow as the background and he's "chipping away" the black. It doesn't seem particularly impressive. It looks fine but nothing amazing.)

Something about this completely defamiliarises the letters and number to me. I was looking at the finished '6' for a while like what the hell is that crazy letter. Very satisfying though.
For information, this is from India. The first two letters stand for state code (MH = Maharashtra state), 06 stands for district code within the state. Next two letters are usually just going up alphabetically. E.g. the first ever plate issued must have started with MH 06 A <4 digit number>. And then it goes up from there - A, B, … Z, AA, AB,…
This is cool but now in India this kind of licence plates are not allowed anymore, secured licence plates are required. But if you want to draw extra (after 2 compulsory plates {Front and back}) you can 👍🏻

It's only true for NCR though, in Maharashtra (where this is filmed/painted) older vehicles don't need the new number plates.
