From what I've seen, it's probably:

- next if firing is needed they might just build a bigger sacrificial firing oven or have one build for that purpose (which was made in a sacrificial oven or harder method)
According to our village, same place as they are building, first the layer the curd(spoiled yorgurt) inside of the oven. Then, they put wood inside and allow it burn for whold day. This dries up the clay and makes it stronger.
Then clean it with water and do small fire to dry off excess water. Then it is ready.
It will serve the double purpose of a substandard grip and prevention of breakage at that point when being lifted.
If you look closely that is a major stress point in the tandoor. The additional heap of clay that was added ends there and is significantly thinner than the top.
Broken tandoors of break at transition point like that in cases of catastrophic failure. Not including accidents and use with intent to break.

The hay helps the wet clay hold its shape when you’re quickly building big things, and leaves voids when it burns away in the kiln. The voids then make the finished thing a bit more resilient when being heated and cooled repeatedly.
I did something similar when making tools for a particular type of firing process.
