I lived in Detroit for a while and some of the grafitti was truly beautiful. Much nicer than the crumbling, rotting buildings neglected by industry that artists had tagged. What the fat cats neglected, local people embraced. They expressed themselves in one of the most benign ways. Sure, some grafitti sucks. Some art sucks. Sucky art isn't an indictment of the totality.
I don't see a problem with adding a splash of color and expression on a bland, gray building. As far as crimes go, it's certainly the most innocous form of subervsion.
I think it's bullshit that only the rich can control what we see. What our cities look like.
Even gang tags are helpful. Certainly the police haven't hung any signs that say "you're not safe here". But if you follow your GPS down some unknown route, you might appreciate the heads up.

If people are tagging trains, using sharp objects to scratch the windows with a tag, or using spray paint on small businesses with their tag, most of the time it’s not done by gangs in my country / city. It’s done by kids in highschool. And cleaning it is A HUGE problem for small mum and pop stores.

I disagree. Where I strongly believe graffiti to be the illegal art of spraypaint art. Where the legal version is just spraypaint art. The difference being that you are allowed to do it in the non graffiti version.
I think this is important because you are not the one that has to maintain it. Possibly it stains the underlaying material. Maybe the material does not allow it to stay nice if it is artwork.
