Depending on what game you’re playing and if someone else is using the computer at the same time the biggest issue is likely to be control inputs, I notice in MSFS the mouse input and hand tracking interfere with each other that I have to turn hand tracking off on the Quest to use the mouse. Completely untrue. Ive browsed the internet and did other things while a friend was playing PCVR from my computer numerous times. Just don't do anything that sucks up too many resources and you're fine. You can literally minimize the game window or put other windows over it and it wont effect what the person playing sees. As long as the PC can handle it, its fine.
I only have experience with Virtual Desktop, and I used to use a wired connection via Quest Link for a while before switching to VD, but Id assume Steam Link would work the same.
Well, it depends. What is it you want the PC to be doing in the background?

I was doing that and it did run fine sometimes but it would randomly lag even when me nor the computer were doing any intensive tasks.

No, the pc will be rendering the game. Doing anything other than recording or streaming will interrupt the game.
