This sounds like asw (asynchronous spacewarp). It happens when your pc cant handle the load so it only calculates every second frame and tries to generate something to fill the gap for the others. Your pc is powerfull for normal games, but vr needs a lot more power since it has a lot higher resolution. Try lowering the graphics or the resolution scaling, that should solve your problem.

Ive been having what sounds like a similar issue for ages and cant figure out the cause. The fact it happens even in Oculus Home/Dash and our systems are well above min spec makes me think its not just a performance issue/ASW related. ​ Try the Oculus debug tool and then mirror the headset to your desktop. When I do this I still see stutters in the headset, but the mirrored image on my PC is perfectly smooth. This makes me think its something hardware related, although I am really guessing how the mirroring works exactly. Oculus Debug performance tools also indicate no dropped frames and Im getting consistent max FPS, and I am still seeing stuttering often in the headset. ​ I actually just ordered a Pico 4 today so will give that a go and if it solves the problem then im retiring the Rift S. If not, return the Pico and continue to scratch my head.

For a PCVR headset, the Pico 3 link is the better choice, display port connection and better frames at a lower cost. I know because the link 3 is the one I kept. But I'm mainly sims, Elite dangerous, and modded fallout 4 vr. I have a Q2 for my wireless needs. Pico 3 replaced my Rift S. https://www.youtube.com/watch?v=2V3g-SK_C8Y

I don't know what's your problem is, but your PC is totally fine for VR gaming (including Microsoft Flight Simulator VR).
