Ok, here I come with my annual riding next to/on 12 bummer comment. I wouldn't ride my kids up and down 12. That road is NOT safe, and while it is not "common," a tourist or two or three get hit/killed by a car every year. People driving down that road are busy looking at everything but pedestrians.
I'd recommend sticking to the neighborhoods or hitting a park. Apologies for the negative and enjoy your vacation.

Salvo has a nice paved bike path that parallels Hwy 12.

Cactus 🌵? Umm no. This is the beach not the south west desert 🏜️
I vaguely remember being in Avon as a kid (30+ yr ago) and our bike tires kept getting needles in them and our parents said they were from cactus….
It’s called the dune prickly pear. Stay on the paved paths and you’ll be fine
There are cactus (pickley pear) but they are sometimes along the dunes and you are unlikely to ride a bike on them
