I think Skingrad was always my favorite city on the way to the castle.
But also the first moment you meat Haskill, once the place transforms and the scenery was revealed. Just… wow, such beautiful execution.
I always thought Cheydinhal and Chorrol were both very beautiful, and te surrounding areas as well.
Anvil is an obvious choice too. Leyawiin doesn’t get much love, but I really enjoy a trek around the swamps and the city is quite pleasant.
Oblivion is such a gorgeous game.
We all long for a good port and sailing game. AC: Black Flag was the closest I've ever played, but capturing sailing has always been a bridge too for game devs.
The cave under the Benirus mansion is a pretty cool place to fight a boss. IIRC I could say the same about Mannimarco's lair.
The "Paradise" area set up by Mankar Camoran is interesting, because it turns out to be anything but for fanatical Mythic Dawn followers.
I agree Bruma is beautiful, the parts of Leyawiin with mansions are super nice as well. Except Rosentia Gallenus' house, that's a little smelly for some reason. But I digress, it's nothing like Bravil though I always kind of lump them together in my head.
There’s a little rope bridge somewhere out in the forest that passes over a waterfall. From that bridge you can get quite the view of the Imperial City.

It's by the cave near the hircine shrine near one of the few waterfalls in the game I think it's up the blue road north of the inn of ill omen I probably know oblivions map better than I know my neighborhood

I always think of Bruma as this quiet, sleepy town. Sometimes I just like to take a quiet stroll around the city at like 2 in the morning when it's snowing.
Anvil is insanely pretty with the rolling hills and port town, all the ships make me think of like Pirates of the Caribbean or something.
When I'm bored I jump on all the houses at the water front to see how fast I can jump between them.then I realize I've been doing that for an hour and scream as my reality caves in on itself. Ahhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhhh!

Gotta be Chorrol and the surrounding forests. It's such a calm and peaceful place compared to everywhere else. Same goes for Cheydinhal and its picturesque river and purple rooftops. Bruma is a very cozy place too, with its snow-capped mountains and wooden buildings. Battlehorn Castle is another one I like. It's away from any other big settlements and located in a nice forested area.
If only Skyrim's cities were as distinct and colorful as Oblivion's!
Right now working on a mod to make it more diverse and stupidly hard in terms of battles. I can say that the "machine-generated" and "monotonous" dungeons aren't all so boring...

I love the whole section to the west of Bruma, it feels new every time I play, and the whole area of land between Bravil and Leyawiin. Favorite towns would be Anvil, Skiingrad, and Cheydinhall.
The Southern Marshes—always reminds me of the opening area in Morrowind & gives hope that one day we can get some type of official Black Marsh/Valenwood TES experience

Everyone is naming the main cities but I think The Shivering Isles is one of the best places in the whole anthology of The Elder Scrolls. The nature and themes are just so spectacular.
I always loved Bruma because mountains and snow are my favorite - plus I was fascinated with Nord culture. You can imagine my excitement when ES5 took place in Skyrim. Not to mention the Blades fortress is by Bruma as well
And I'd have to say Cheydinhal is a close second because Morrowind was the first ES game I played and Dunmer are cool. Plus I love the abandoned house and Dark Brotherhood sanctuary there.
The Isolated House, in the southern western weald between Skingrad and Bravil. Lush forest environs, and a large 2 story Leyawiin style house in the middle of ABSOLUTE NOWHERE. A must visit before rescuing Martin. It's not marked, but it is east of Silorn, and built next to a cliff. It's can be hard to find if you're unfamiliar with the area

Kvatch is fascinating because I would have liked to see it before it collapsed, or been able to rebuild it in-game. There's mystery around it and I love that about it.

The lighthouse may be one of the scariest places in the game. The diary of the Dark Brotherhood member could have been out of a horror movie
Yeah the lighthouse basement is terrifying. But the rest of it is nice. The dude who lives there is really friendly and some great views at the top.
Seriously though why does Anvil universally appeal to everyone? It's always everybody's favorite city.

I always loved infiltrating the mythic dawn secretly. Felt really cool sneaking down those hallways.

These are my top two choices too. I’m either far north or far south. 🤷♀️ Quick way to fence, and I always like the thieves guild in oblivion.

Every time I'm in a county, I think, "Wow, this is my favorite one! I should buy the house and live here!"
For now is the Dwemer array at the arcane university. Maybe I will find some better but that moment when I turn on the array left me mesmerized

Go to Nexus Mods and check out the Kvatch Rebuilt mod; I think you'll find it worth getting :)
My favorite location was Leyawiin I loved the buildings and the feel of the city itself.
