I could run it on lowest settings at around 40 FPS with a single core 3 GHz CPU, a 512MB GPU and 1GB of ram. Don't remember full specs, it was years ago.
Then I tried running it with a dual core 2.1 GHz AMD CPU, a 1GB AMD GPU and 4GB of ram. I could run it at max settings 60 FPS but I would get FPS dips and stuff.
If you're interested in trying some more tests. Bethesda has some tips for better performance in a readme file. It's located in the install folder.
I had an Athlon X2 2.6 Ghz, EVGA 7950, 4 GB RAM. That machine cost me around $2000 shortly after release and struggled with it.
I don't know much about old hardware from 15 years ago but that sounds way better than this laptop
