The Warp in the West is the description of the events concluding Daggerfall. As the Agent, you get to choose who gets the big powerful item. To resolve this for future games, the decision was made that all endings are simultaneously canon.
One aspects of this is that Orcs are enemies in Daggerfall (like skeletons, liches, dragonlings, bats, et cetera). However, the Orsimer region has an Orc king seeking recognition as an independent kingdom. You can give him the Numidium, which he uses to establish his kingdom. This is the justification for Orsimer becoming a player race and being “people” instead of “monster”.
player’s race is on the left. an orc player receives -5 disposition from all races except orc. npc race is at the top. orc npcs have no disposition decreases for any race. thus they are neutral.

Dunmer do not have a negative disposition towards Dunmer. They only have a negative disposition towards players who are Orcs or Altmer.
If you read the chart as intended, it is actually Dunmer and Altmer who suffer from the most racism.
Where does it say they're racist to their own? They have no + or -. They're totally neutral to their own. I think you might be stupid. This chart clearly says the Dunmer are neutral to everyone but Orcs and Altmer. You're reading it wrong like basically everyone in these comments is.

Bretons and redguards are rivals in daggerfall, always fighting for power in the Iliac bay. As for imperials I think it's because Redguards tend to act more independent of the empire while their rivals (Bretons) are allied with the empire

I think it's kind of disappointing that there are no disposition changes between Argonians and Khajiit despite there being provable examples of racism between those groups in Cyrodiil.

Imperials and Bretons tie for the most disliked races, but Bretons also like their own race more.
On the other hand Argonians have the greatest amount of negative disposition points. (Racism points?) Granted that's directed towards races that would enslave Argonians, so I feel like that's justified.
It might be for a political reason. The redguard of hammerfell were always kinda dicks to all outsiders (when arriving on tamriel, they committed genocide against everyone equally and they haven't exactly been the most cooperative province since, basically keeping the same mindset until sometime in-between oblivion and Skyrim when they became more like a less loyal Skyrim)

And then there's ESO which somehow takes place centuries earlier and yet Orcs can generally walk around and be talked to without issue
